Emirate councils: Kano Assembly empowers governor to appoint

The Kano State House of Assembly has dissolved all five emirate councils in the state, granting Governor Abba Kabir Yusuf the sole authority to appoint new Emirs.

This decision followed deliberations during Thursday’s plenary session.

The Kano State Emirate Council Amendment Bill was considered and passed after the second and third readings on Thursday morning.

Deputy Speaker Alhaji Muhammad Bello Butu Butu explained that repealing the law would restore Kano’s lost glory, as dividing the Kano Emirate into five parts had diminished the state’s capacity and dignity on a national level.

Majority Leader Alhaji Lawan Hussaini Dala emphasized that the emirate council, as a custodian of culture, was distorted by the creation of additional emirates.

Speaking to journalists, Dala stated that with the amendment of the law, all five emirate councils were abolished, and the Commissioner for Local Governments would serve as the overseer.

The House also adopted a motion to create a new second-class emirate council in the state.

Topnaija recalled that the bill was sponsored by Majority Leader Lawan Hussaini Chediyar Yan Gurasa of the Dala State Constituency, the proposed legislation seeks to amend the original law that restructured the Emirate system in Kano.

The initial law, enacted on December 5, 2019, by former Governor Abdullahi Ganduje, created five new emirates, significantly altering the traditional power dynamics and administrative framework of the emirate council.
