The United Nations Office for Project Services (UNOPS), the Global Drug Facility (GDF) through this Call for Proposal (CFP), is inviting proposals from qualified organizations interested in receiving grant support to assess policies and practices, estimate impact, and develop guidance on domestic financing, procurement, and supply chain management of tuberculosis (TB) medicines and diagnostics in light of the changing TB financing and co-financing landscape, and related to transition policies and practices introduced by the Global Fund to fight AIDS, Tuberculosis and Malaria (Global Fund).

The objective of this CFP is to identify an organization with a proven track record in systematically capturing country level budget and procurement policies and procedures, analysing and synthesizing this information and presenting it in different manners depending on the audience.

The scope of work of this grant aims to systematically document and assess the implications of Global Fund co-financing and transition policies may have on TB commodity procurement at the country-level over the course of 10 months.

Funding
Grant Proposals must not exceed USD 215,000, any amount over the ceiling must be co-financed by the selected organization.

Eligibility
The minimum eligibility criteria are:
-Not-for-profit international or national non-governmental organizations with a solid track record of working in diverse geographies.
-Demonstrated experience and expertise in:
–High-quality research on health systems and policy at the national and supra-national level with expertise in assessment design and implementation;
–Proven track record of mixed-methods (quantitative and qualitative) analytical skills: to collect, clean, analyze, summarize and interpret complex data and qualitative information.
–Good knowledge of donor (e.g., Global Fund) policies and procedures, including those related to cofinancing and procurement;
Working with the Global Fund, Global Alliance for Vaccines Initiative (GAVI) or other donors on similar projects, including but not limited to previous assessment of programmes transitioning from donor-funding to domestic funding and the effect on the programme’s results, specifically, experience in assessing procurement;
–Identifying strategic solutions for sustainability on transitioned programmes;
–Using research results to inform decision makers on evidence-based approaches to policy development and implementation.
-Presence and/or network to carry out the project activities in multiple countries as needed, including, specifically, access to national tender and procurement data and donor co-funding requirements.
-Good relationships with key stakeholders in the TB space, including but not limited to delivery agencies, funders, normative agencies, governments and regulatory bodies.
-Administrative, financial, and technical capacity to carry out the project activities within the time frame required.
